Job Description
1. Monitor daily implementation of the road construction and the contractors’ performance in accordance with the contract terms and IRD’s polices and as directed by the IRD Field Project Manager.
2. Work under the supervision of Field Project Manager and follow the instruction and direction accordingly.
3. Contribute to the Field Team in the performance of duties to execute the project in accordance with the IRD- SPR Construction Management Program as it pertains to the reporting, tracking and logging of cost, quality, schedule, safety, security, and correspondence.
4. Assist the Field Project Manager in all daily tasks, Undertake regular site visit to the project site for monitoring of subcontractors activities, document all the ongoing and completed activities on daily base, produce daily, weekly and monthly reports.
5. Keep field diary
6. Keep calculation note book in the field indicating quantity of work performed on a daily basis.
7. Document and Verify the quantity of work reported by the subcontractor.
8. Assist the Field Project Manager for participating in conflict problem between the contractor and the community.
9. Fulfill other duties related to project management and construction supervision as directed by IRD Field Project Manager.

Contractor Team Management

10. Regularly report to the Field Project Manager to ensure that contractor follows contract conditions, approved designs, and project specifications.
11. Report to the Field Project Manager to ensure that contractor follows approved work schedules and complies with established quality standards and budgets.
12. Monitor and ensure that subcontractor’s training requirements for local employees is carried out in accordance with the contract agreement.
13. Report to the Filed Project Manager indicating the subcontractor employees’ number and ensure that the subcontractor has employed the local labors as per the contract requirements.
14. Ensure that contractor provides regular training to local employees as required.

Controls and Communications

15. Facilitate the primavera Contract Manger Control requirement pertaining to the identification and logging of all letters, memorandums, and site instructions, meeting minutes and other correspondence in the absence of the Field Project Manager.
16. Assist Field Project Manager in resolution of issues arising between subcontractor and local community members.
17. Assist the Field Project Manager to establish and maintain effective oral and written communications between local residents, subcontractor, IRD field engineers and IRD Community Outreach staff, identify and resolve issues before they become critical.
18. Assist the Field Project Manager to document notes related to discussions and agreements made with contractors, community members, and IRD Community Outreach staff.
19. Participate in the weekly subcontractor’s meetings and assist the Field Project Manager to document the meeting minutes, particularly as concerns security, safety, work quality, schedule, and cost and community relations matters.
20. Implement corrective actions and efficiently resolve contractor, community and staff issues. Inform the Project Manager of key issues as soon as they arise.
21. Maintain the IRD’s reporting system and ensure timely submittals of daily, weekly and monthly reports in accordance with the established procedures and templates in the absence of Field Project Manager.
22. Assist the Field Project Manager in communication and interacting with local government administration on technical issues.

.Security and safety

23. Follow the approved security plan and procedures as relates to providing effective security measures to protect field construction work, engineering and accommodation facilities and staff.
24. Follow and implement the emergency evacuation plan for IRD national field staff and assist the Field Project Manager to brief new team members on security policies and procedures.
25. Immediately notify the Project Manager, Team Leader, and IRD Security department of any security related incidents and/or concerns.
26. Ensure that contractor follows approved safety plan at all times

Quality Control

27. Ensure that IRD and subcontractor field staff follow approved Quality Control/Quality Assurance plan at all times
28. Ensure that all QC/QA inspection reports, records, tests reports, non-compliance reports, photographs and material certificates are properly recorded and kept on file.

Cost management

29. Assist the Field Project Manager to review and approve the contractor’s monthly progress payment invoice. Provide Field Project Manager with necessary invoice revisions or adjustments prior to submission to the Team Leader.
30. Assist the Field Project Manager in the design change process for road construction including site instructions, realignment, and survey, pricing of changes, bill of quantities and approval of changes through the approved change order processes.

Design and Engineering

31. Assist the Field Project Manager to implement the primavera Contract Management procedures as required to maintain all information and controls for:
1. Contract information
2. Communications
3. Submittals
4. Deliverables

32. Ensure that the most current and up to data design drawings and specifications are available on site for contractor and IRD Team use. Keep an archive for all previous and current design documents.

Construction

33. Oversee and monitor contractor’s mobilization activities to ensure that all required contract submittals, engineering facilities, benchmarks, equipment, materials, and services are in place to allow commencement of road construction in accordance with approved work schedule.
34. Monitor Subcontractor’s construction progress and provide suggestion to the Field Project Manager for guidance and support to the subcontractor with regard to equipment, plant and staff operations to ensure effective implementation and timely completion of project activities. Identify any potential issues that may impact construction progress and timely notify the project manager on required corrective measures.
35. Monitor implementation of approved construction schedules and provide Project Manager with weekly and monthly updates on contractor’s performance. Verify contractor’s schedule performance updates for accuracy.


Project Closeout.

36. Assist the Field Project Manager to implement established project closeout procedures, including all final inspections and tests, final reports, as –built drawings, certificates of final acceptance. Assist the Field Project Manager to establish Punch List items before final inspection is conducted. Review subcontractors submitted as-built drawing

  Desired Candidate's Profiles
  Profile
1. The candidate should be a graduate from recognized university and as a minimum have a bachelor degree in Civil Engineering.
2. The candidate must have at least 5 years experience of working as Field Engineer/Site Inspector on road construction projects, preferably asphalt surfaced roads, and monitoring contractor’s activities.
3. The position requires good communications skills and capacity.
4. Experience of monitoring project controls including design document control, schedule management, cost reporting, safety and quality control.
5. The candidate should be computer literate, fluent in English and have good report writing skills.
