LGCD implements institution building and community-based development projects to build the capacity of provincial and district governments to improve services delivery. LGCD is a project of USAID/Afghanistan in collaboration with Provincial Reconstruction Teams (PRTs). LGCD for Eastern and Southern Afghanistan is implemented by DAI.

Job Description
The Capacity Development Advisor (CDA) will manage, oversee and monitor all capacity development interventions for USAID and GIRoA officials and program staff to achieve project objectives. The CDA will design & deliver capacity development programs to enhance understanding of the role of development best practices in USG Counterinsurgency (COIN) programming. The position requires extensive coordination with USG Counterinsurgency Training Center – Afghanistan (CTC-A), GIRoA agencies, donors and implementing partners.

• Prioritize, plan, and implement capacity development activities in collaboration with the Counterinsurgency Training Center – Afghanistan (CTC-A) that promoted best practice COIN education to create greater unity of effort among stakeholders.
• Conduct capacity building/training needs assessments for the program team; Develop and deliver in-house staff training programs that build staff capacity to implement the project effectively.
• Identify, recruit and work with local Afghan training service delivery providers that can be potential grantee or subcontract recipients to implement training programs at the sub-national level.
• Coordinate closely with all USG and other international donor programs dedicated to increasing GIRoA capacity at the sub-national level and seek ways of leveraging resources and avoiding duplication.
• In collaboration with the Senior Strategic Communications Advisor and Senior Research and Analysis Advisor, facilitate training and development activities promoting best practices in COIN policy and programming to stakeholders.

• Requires minimum of MA in relevant training and development field;
• Proven experience in developing and implementing civil service training and development programs;
• Requires a minimum of 10 years experience working on Training & Development programs with public sector & community development institutions, preferably in post-conflict environments;
• Oral and written fluency in English (knowledge of Dari / Pashto a plus).
